Abstract This paper focuses on the high-quality development of higher vocational education in Jilin Province in strengthening the Party development. After analyzing the actual development of higher vocational education in Jilin Province, the prominent shortcomings such as in the discipline structure, connection between different courses and faculty construction are concluded and the problems including low coverage of emerging majors, disconnection between personnel cultivation and enterprise needs, unbalanced student-teacher ratio and shortage of "double-qualified" teachers are presented as well. By analyzing the theoretical logic and practical mechanism of Party building, and combining with typical university cases, it constructs targeted development paths and guarantee measures, providing practical support for solving development problems, promoting the connection of higher vocational education in Jilin Province with local needs and improving the quality of talent training.
